    • Chandigarh, Jan 20 – Haryana Chief Minister, Mr Manohar Lal today said that the government would entrust certain services to the  Zila Parishads and Block Samitis alongwith the budgetary provisions in a phased manner.
    • The Chief Minister, who was addressing the Chairpersons of Zila Parishads and Block Samitis  at a workshop on  ‘Panchayati Raj Sansthaon ka Sashaktikaran’ here today said, once the government functionaries believed that all is safe in their hands and they could manage the services as well as their monitoring, the government would  handover services to them.
    • The Chief Minister also addressed their separate brain storming sessions   to seek their suggestions on further empowerment of the PRIs. The State government is making the Panchayati Raj Institutions (PRIs) ‘Saksham’ (capable) to translate Mahatma Gandhi’s vision of Gram Swaraj in its true spirit, he added. He said that after handing over certain services to the Zila Parishads and Block Samitis, the government would   review their working and if feedback is satisfactory it would transfer more services. All necessary steps for the same would be taken before April 1, 2017.
    • He also sought their suggestions about the kind of services and works which can be transferred to Zila Parishads and Block Samitis. He added that they being the representatives of the people, were much closer to the public rather than the government’s functionaries. “When we will ensure more participation of the people, there would be least scope of corruption and wrong doings in the development process”, he added. The government would also start social audit system with the help of experienced persons of the villages which would be another step forward to check corruption and ensure transparency in the development process.
    • While describing the development of villages as the key-point of today’s workshop, the Chief Minister said that apart from the government programmes, the representatives of the people could also contribute a lot in development of villages under the Swah-Prerit Adarsh Gram Yojana.
    • He said that the state government is spending about Rs 22,000 on education of a child every year, but the results are not as per the aspirations. He said that they could  do it and  ensure improvement in all government services by way of better monitoring at grass root level. 
    • He also suggested them to prepare budgetary provision  out of their  own resources and added that the units of the PRIs could mobilize more resources. The government is also contemplating to start a system of ‘Shramdaan’ in development of villages. “All of you can make a significant contribution in this system”, he added.
    • Speaking on this occasion, Development and Panchayats Minister Mr O.P.Dhankar said that  the decision of Haryana government to get educated persons elected to the PRIs was being appreciated allover the country. Also, Haryana’s panchayats are the youngest in the country. He said that the vision of the Chief Minister is to enhance the significance of the villages as the Chairpersons of Zila Parishads and Block Samitis were capable to achieve this.
    • Chief Parliamentary Secretary Mr Bakhshish Singh Virk said that the government has a plan to further empower the PRIs and the representatives of the people could ensure more development in their respective areas.

    • Chandigarh, Jan 20 – Haryana Chief Minister, Mr Manohar Lal has reiterated the State Government’s commitment towards promoting renewable energy in the State in line with the national goal of capacity addition of 1.75 lakh MW by 2022.
    • This was stated by Chief Minister, Mr. Manohar Lal, while launching the web portal for the online services for grid connected rooftop solar power plants here today.
    • He said that the web portal had been launched in line with the vision of Prime Minister, Mr. Narendra Modi, for Digital India.  This portal would provide hassle-free services to citizens and would bring efficiency, responsibility and transparency in the procedures of installation and disbursal of subsidy.
    • Minister of State for Renewable Energy, Dr. Banwari Lal said that the State had about 330 sunny days and there was great potential for harnessing solar energy in the State. As one MW solar power plant requires about five acres, the thrust of the Government was to popularise rooftop solar plants with net metering. This would not only help in reducing the electricity bill of the consumer, but would also help the power utilities meet the energy requirement of other sectors.
    • Giving details of the web portal, Principal Secretary, New and Renewable Energy Department, Mr. Ankur Gupta, said that the  web portal had been launched to help the beneficiaries get the sanction and release of subsidy for installation of grid connected rooftop solar panels without visiting the office of Additional Deputy Commissioner of their districts. He said that the users could submit their applications online on a simple form requiring their basic details, bank account number and documents required as per the basic guidelines provided in the portal. This will help in quick approvals and online release of subsidy to the beneficiary. This web portal has also been linked with main website of the Department, www.hareda.gov.in
    • He said that by using the portal, the beneficiaries would not have to visit any office, and could apply for subsidy at anytime from anywhere. They could also find out the status of application and detailed guidelines and Frequently Asked Questions (FAQ) would be made available to them. They would also be provided information about approximate capacity-wise cost of the system, solar rooftop calculator link, list of channel partners approved and empanelled by Ministry of New and Renewable Energy, besides SMS alerts on registration on portal, on successful submission of online application, on sanction or rejection of application and on sanction and release of subsidy. 
    • He said that incentives of Re one per unit for domestic category and 25 paise per unit for other categories were being provided by the power utilities for the systems installed with net metering during the current financial year.
