  • Chandigarh, October 2: Considering the pressing need for water testing to reach at the door step, Haryana Chief Minister, Mr Manohar Lal today launched a state-of-the-art Mobile Water Testing Laboratory Van of Public Health Engineering Department (PHED). The Mobile Van will be stationed at State Water Testing Laboratory, Karnal and its area of operation will stretch throughout the State.
  • Mr Manohar launched this Mobile Water Testing Laboratory Van while inaugurating the “Swachhta Pakhwada” in Panchkula today. Speaker, Haryana Vidhan Sabha, Mr Gian Chand Gupta was also present on this occasion.
  • The supply of quality water is of paramount importance for Public Health, therefore regular and rigorous water testing is imperative. The Jal Jeevan Mission is a flagship initiative launched by the Central Government and under this programme; the Haryana Government is fully committed to provide functional household tap connection having sustainable supply of quality drinking water to every rural household. The Public Health Engineering Department is ensuring the supply of safe drinking water to all by monitoring water quality on a regular basis by testing in the laboratories.
  • Currently the department has 43 functional testing labs across the State. This state-of-the-art Mobile Water Testing Laboratory Van which has been procured at a cost of Rs 99 lakh is fully equipped with multi-parameter system containing analyzers, sensor, probes and instruments based on Colorimetric, Electrochemistry etc.
  • The main objective of the Mobile Water Testing Laboratory Van is to provide easy access for water testing and reach at the last mile of remote location, onsite deployment of Mobile Van in case of spread of water borne disease, quick access to water test reports and counter checking of quality of testing from all laboratories. This Mobile Water Testing Laboratory will be an effective mode of surveillance of drinking water quality in rural areas in the State. The Lab is capable of measuring different water quality parameters like Ph, Alkalinity, TDS, Hardness, Residual Chlorine, Zink, Nitrite, Fluoride, Turbidity and Micro-biological Test of water samples. Besides, the Lab will help in quickly identifying the water quality problem on the spot at site.
  • This Mobile Water Testing Lab Van has been uniquely designed and fully loaded with the latest technologies and is equipped with features like GPS enabled for location tracking and analyzed sample data can be transmitted to a centralized PHED server via GPRS/3G connectivity with power backup, on-site recording and reporting of results through a smartphone or similar, capable of recording GPS coordinates, taking photos of the water source and recording results, including sanitary survey, if needed, and the ability to send results direct to a web based secure central server.

Roy, Additional Chief Secretary, Public Health Engineering Department Mr Devender Singh, Deputy Commissioner, Mr Mukesh Ahuja, Commissioner of Police Mr Saurabh Singh, Commissioner, Municipal Corporation, Panchkula Mr Mahavir Singh, Deputy Commissioner of Police Mr Mohit Handa, District BJP President Mr Ajay Sharma and other senior officers of district administration.
     
  • Chandigarh, October 2: While paying rich tributes to father of the Nation Mahatma Gandhi and former Prime Minister, Mr Lal Bahadur Shastri on their birth anniversaries, Haryana Chief Minister, Mr Manohar Lal today urged the people especially the youth to take pledge to keep their surroundings clean and join hands with the government to achieve the objective of ‘Swacch Bharat Mission’, launched by Prime Minister, Mr Narendra Modi on the occasion of ‘Gandhi Jayanti’ in 2014.
  • Mr Manohar Lal was speaking after launching “Swachhta Pakhwada” from Panchkula today. Speaker, Haryana Vidhan Sabha, Mr Gian Chand Gupta was also present.
  • On this occasion, the Chief Minister also launched a State-of-the-Art Mobile Water Testing Laboratory Van fully equipped with a multi-parameter system containing analyzers, sensors, probes and instruments based on Colorimentric, Electrochemistry etc. This mobile Water Testing Laboratory will be an effective mode of surveillance of drinking water quality in rural areas in the State.
  • The Chief Minister said that the State Government has decided to celebrate “Swachhta Pakhwada” in all cities of the State from October 2, 2020 to October 17, 2020. He said that during these 15 days, special focus would be given on the cleanliness of sewerage systems and desilting of ponds. In the ongoing COVID-19 situation, ensuring cleanliness has become even more imperative; he said adding that the State Government would be able to achieve this objective only through the active participation of people. He said that besides keeping the surroundings clean it is equally important to maintain it and for this people have to imbibe the habit of cleanliness into their nature.
  • Mr Manohar Lal said that today we are celebrating the birth anniversaries of Father of the Nation, Mahatma Gandhi and former Prime Minister, Mr Lal Bahadur Shastri, the two great personalities who had made unmatched contribution for ensuring the freedom of our nation and prosperity of the people. He said that Mahatma Gandhi always had cleanliness and sanitation closest to his heart and he always wanted to see India clean and green. He said that former Prime Minister, Mr Lal Bahadur Shastri gave the slogan of ‘Jai Jawan, Jai Kisan’ and worked towards further strengthening the security system of the country and upliftment of weaker sections of the society.
  • He said that though India became independent in 1947, the desired result on the cleanliness front is yet to be achieved even in 2020. He said that Prime Minister, Mr Narendra Modi had given a call of ‘Swacch Bharat’ on the occasion of Gandhi Jayanti in 2014. Following the call of the Prime Minister, the Haryana Government has launched Swacchta Abhiyan (campaign) in the State and became the first State in the country to achieve 100 percent ODF status in rural areas. He said that now all urban areas in Haryana have also been certified as open defecation free (ODF).
  • The Chief Minister exhorted the people especially youth that on this day today, they should take a pledge to work voluntarily towards making the country clean and said that the government together with over 130 crore population of the country would definitely achieve the vision of ‘Swacch Bharat’.

  • Chandigarh, October 2- Haryana Chief Minister, Mr. Manohar Lal has called upon the faculty members of Shri Vishwakarma Skill University, Dhudhola (Palwal) to identify the academically weak students and help them develop their skills according to their ability and make them self-reliant.
  • The Chief Minister said this while addressing the First Vishwakarma National Skill Excellence Award-2020 distribution ceremony of Shri Vishwakarma Skill University through video conferencing today.
  • Mr. Manohar Lal said that teachers leave their impression on student’s life by improving and grooming them with their teaching methods. Students can never forget the impressions left by their teachers throughout their lives, he added.
  • The Chief Minister while paying homage to the Father of the Nation, Mahatma Gandhi and the second Prime Minister of the country, Mr. Lal Bahadur Shastri on their birth anniversary said that both the great men had made significant contribution in the development and progress of the nation. The Father of the Nation, Mahatma Gandhi had shown the path of non-violence to the world by following the principle of ‘Ahimsa Paramo Dharma’. On the other hand, Mr. Lt. Lal Bahadur Shastri had given the slogan of 'Jai Jawan-Jai Kisan' to make the country self-reliant in the matter of food production while securing the borders of the country as well.
  • Mr. Manohar Lal said that to make Prime Minister, Mr. Narendra Modi's ‘Aatmanirbhar Bharat’ campaign truly successful, quality and employment-oriented education should be imparted to the youth so that their skills can be developed. He appreciated the efforts being made by Vice Chancellor, Shri Vishwakarma Skill University, Mr. Raj Nehru, and Chairman, Haryana State Higher Education Council, Prof. (Dr.) B.K. Kuthiala in the implementation of the new National Education Policy -2020. He said that in the new education policy, provision has been made to choose the option of skill development from the sixth grade itself, which will play an important role in making the student self-reliant in future.
  • The Chief Minister called upon the teachers to adopt the principle of 'Antyodaya' on the lines of 'Zero Association' formed by Pt. Deendayal Upadhyaya to help the academically weak students and identify the poor, weak, deprived as well as the students so as to help them grow.
  • On this occasion, The Chief Minister honoured seven individuals and institutions with the Platinum, Gold and Silver awards of the First Vishwakarma National Skill Excellence Award-2020. Awardees were given Rs 21000, Rs 15000 and Rs 10,000 and certificate of excellence. In the Teacher category, Assistant Professor, Delhi Institute of Tool Engineering, Dr. Charu Gaur was honoured with Silver Award and Dr. Manish Sharma of Dr. APJ Abdul Kalam Technical University, Lucknow was honoured with Gold Award.
  • While in the Training category, Ms. Inok Navitam of Nettur Technical Training Foundation, Dharwad, Karnataka and Arpana P. Atma Vishishtha of Electronics City, Bangalore were awarded with Platinum Award.
  • Similarly, Dr. Pratap Chauhan of Jiva Ayurveda, Faridabad was awarded the Silver Award, Management & Entrepreneurship and Professional Skills Council (MEPSC), New Delhi with Gold Award and Mr. Pawan Munjal of Hero MotoCorp, Dharuhera with the Platinum Award in the Institutional category.
  • Vice Chancellor, Shri Vishwakarma Skill University, Mr. Raj Nehru in his welcome address said that the university is offering diploma, Under-graduation and Post-graduation degree in more than 35 courses with more than 1200 students studying them. The university has tie-ups with over 150 companies. Apart from this, the emphasis is also laid on education and skill development as well as on innovation.
  • Chairman, Haryana State Higher Education Council, Prof. (Dr.) B.K. Kuthiala apprised the Chief Minister about the steps being taken by the Council in the implementation of the new National Education Policy-2020.
  • On this occasion, Principal Secretary to the Chief Minister, Mr. Rajesh Khullar, Dean of the University, Dr. Jyoti Rana, Professor R.S. Rathore were also present.
     
  • Chandigarh, October 2: Taking a step forward towards complete digitization of villages by uploading the entire records of all developmental activities of villages as well as of various Government Departments on a single digital platform, Haryana Chief Minister, Mr. Manohar Lal today digitally launched ‘Gram Darshan’ portal, thereby making the accessibility of data of as many as 6197 Gram Panchayats of the State just a click away. The Deputy Chief Minister, Mr. Dushyant Chautala was also present on this occasion.
  • “With the launch of ‘Gram Darshan’, now the complete details of the completed, ongoing and required development projects of every village in Haryana will be digitally available and anyone sitting anywhere in the world will be able to see the details of any Gram Panchayats while sitting at their home,” said the Chief Minister, in his inaugural address.
  • He said that it was the vision of the State Government that every village in Haryana should have it's own website so as to ensure that villagers, especially youth should know the details of various developmental schemes and projects being allocated and run for their village so that as per their requirements they can also put forth their demands to the State Government. Keeping this in view the scheme ‘Gram Darshan’ has been launched.
  • “The vision of Gram Darshan is to "Make all Government services accessible to the common citizens in their locality, through the Gram Panchayat websites and ensure efficiency, transparency and reliability of such services to realise their basic needs,” said the Chief Minister.
  • During the inauguration both the Chief Minister and Deputy Chief Minister interacted with the Sarpanches, Panch and Gram Sachivs of various villages and asked to share the problems and demands. Later, Chief Minister Mr. Manohar Lal assured the Sarpanches, Panch and Gram Sachivs that all their demands will be fulfilled on a priority basis.
  • Speaking on the occasion, Deputy Chief Minister, Mr. Dushyant Chautala said that the 'Gram Darshan’ concept could address these challenges comprehensively and would provide the required information to the rural citizens with a click of the button. The detailed guidelines and related information about the development schemes of all the Departments would be uploaded at one platform i.e. ‘Gram Darshan’, which will be very helpful for rural citizens. ‘Gram Darshan’ will assist in enhancing the credibility of Gram Panchayats and act as a source of information for rural citizens, he asserted.
  • ‘Gram Darshan’ will help in better implementation of the schemes of rural development and aim to uplift the life of poorest of the poor who live in the remotest and underdeveloped parts of India” said the Deputy Chief Minister.
  • The Deputy Chief Minister directed the officers that a mechanism would be developed to prioritize development works by way of voting by citizens of the Gram Panchayat.
  • Earlier, Principal Secretary, Development and Panchayats Department, Mr. Sudhir Rajpal apprised the Chief Minister that the key objectives of ‘Gram Darshan’ are to use Information and communication technology (ICT) to make the Gram Darshan act as a hub of information for rural citizens, bring in better transparency, accountability, efficiency and RTI compliance of Panchayats. Besides this, it also aims to improve the governance of local self-government, providing easier, faster and cheaper access to the information uploaded by the line departments. Contribute towards social empowerment by engaging all sections of the community in the task of village development and create and sustain a culture of cooperative living for inclusive and rapid development, he informed.
  • Mr. Sudhir Rajpal said that the suggestions given by Chief Minister and Deputy Chief Minister will also be incorporated in this portal. He shared that this portal has been developed on the lines of participative democracy. He said that data of 10 Gram Panchayats have already been uploaded on the ‘Gram Darshan’ portal.
  • He shared that ‘Gram Darshan’ refers to the website of Gram Panchayats which will act as a holistic, participatory, transparent and accountable face of Gram Panchayats. It aims to provide a unique identity to each Gram Panchyat will act as the cyber face of Panchayats. There will be a dynamic website of all Gram Panchayats.
  • He shared that each of the Gram Panchayat websites would display details of Elected Representatives, including Sarpanch, Panches and Gram Sachiv of Gram Panchayat. Besides this, a list of public assets, details of assets already created or being created by the department or by any other line department of the State will also be uploaded on the website. Gram Panchayats would also upload details of financial assets like Fixed Deposits and Committed expenses like salaries etc, he informed. He said that due to the ongoing Pandemic COVID-19, Gram Panchayats are unable to hold the Gram Sabha meetings. Hence, the concept of e-Gram Sabha has been launched by the State of Haryana.
