  • Chandigarh November 16: Haryana Chief Minister, Mr. Manohar Lal today directed the officers concerned that the data of all the employees including that of Boards, Corporations, Universities etc should be uploaded on the Human Resource Management System (HRMS) by the concerned Nodal Officers by November 30, 2020. Besides this, the Chief Minister also directed the officers to build an online reservation roaster system and an automatic requisition system for the purpose to send the indent to recruitment authorities of vacant posts of direct recruitment.
  • The Chief Minister was presiding over the review meeting of HRMS held here today. Various issues pertaining to the benefit and welfare of employees were discussed in the meeting.
  • In the meeting, for the purpose of timely disposal of cases of extension in service beyond the age of 50/55 years, the Chief Minister also directed that all the departments should use HRMS to ensure decision on such cases well in advance.
  • Apart from this, the HRMS system shall ensure to grant ACP benefit to the employees on completion of satisfactory service without any delay directed the Chief Minister. At present about ACP of 8,000 employees is overdue. This system will also inform the Heads of departments about the number of employees whose ACP is due during the period of next three months.
  • The Chief Minister was apprised that the transfer orders will be issued through HRMS only otherwise the same will not be valid and no relieving and joining report will be generated by the system. Even temporary transfer within the Department for a limited period will also be made through HRMS.
  • It was further informed that training on HRMS should be conducted for Nodal Officers and other interested employees of all Departments so that necessary data of all the employees may be uploaded and updated timely. A workflow based system should be made on HRMS to seek permission to acquire/sale of immovable property and also to enter the same in annual property returns.
  • Chief Principal Secretary to Chief Minister, Mr. D. S. Dhesi, Chief Secretary, Mr. Vijai Vardhan, Principal Secretary to Chief Minister, V. Umashankar, Principal Secretary General Administration Department, Mr. Vijayendra Kumar, Deputy Principal Secretary to Chief Minister, Mrs. Ashima Brar and other officers were present.
     
  • Chandigarh November 16- The Haryana Government has ramped up its exercise for the Ease of Doing Business (EODB) rankings this year with the government departments making significant progress towards 100 per cent implementation of State Business Reforms Action Plan (BRAP)-2020 by November 30, 2020 even as eight departments have already achieved 100 percent compliance of reform points under BRAP.
  • This was informed in a meeting regarding Ease of Doing Business held under the Chairmanship of Chief Minister, Mr Manohar Lal here today.
  • It was informed that the State Business Reforms Action Plan carries 301 points out of which 209 points have so far been implemented by the concerned departments whereas 70 points are under implementation. On the basis of the State Business Reforms Action Plan, the Department for Promotion of Industry and Internal Trade, Government of India decides the EODB rankings.
  • The Chief Minister reviewed the progress of various departments and directed them to finalize the State Business Reforms Action Plan by November 30, 2020. He directed the departments concerned to ensure proper coordination and make sure that all services are rendered online within the stipulated time. The issues pertaining to various departments which were taken up in the meeting included services related to Home department, digitization and publishing online land transaction deeds for 20 years, integration of property registration with utilities like electricity and water, online single window clearance for movie shooting license, timelines notification under the Haryana Right to Service Act, 2014 and registration under Shops and Establishment and/or Trade License to be given through a single form.
  • It was informed that the Revenue Department has initiated Project “Modern Revenue Record Room” to digitize the land record data. It was also informed that a common standardized form is being prepared by the departments of Urban Local Bodies and Labour for registration under Shops and Establishment and/or Trade License. Apart from this, a central inspection system has been made functional for the Labour, Haryana State Pollution Control Board (HSPCB) and Boiler so as to ensure that the selection of establishments for inspection is done using computerized risk assessment and allocation of inspectors is undertaken under Central Inspection System.
  • It was informed that the Government of India would conduct a user feedback exercise through telephonic interview and/or WhatsApp/SMS/Email based link in May 2021. For this, a complete database of users for the period between November 1, 2020 to March 31, 2021 would be shared with the Government of India by April 30, 2021 for evaluation of the States' effort and ranking on EoDB - Ease of Doing Business.

Roy, Additional Chief Secretary, Health and Family Welfare Department Mr Rajeev Arora, Additional Chief Secretary , Science and Technology Department Mr Amit Jha, Principal Secretary, Excise and Taxation Department Mr Anurag Rastogi, Principal Secretary Industries and Commerce Mr A.K Singh and Principal Secretary, Archaeology and Museums Mr Ashok Khemka, Deputy Principal Secretary to Chief Minister, Mrs Ashima Brar, Director, Industries and Commerce, Dr Saket Kumar and other senior officers of the State Government. Additional Chief Secretary, Food, Civil Supplies and Consumer Affairs Department Mr P.K Das, Additional Chief Secretary, School Education Department, Mr Mahavir Singh and Principal Secretary Development and Panchayats, Mr Sudhir Rajpal attended the meeting through video conferencing.
     
  • Chandigarh, November 16 - Haryana Chief Minister, Mr. Manohar Lal congratulated the media fraternity on the National Press Day today and lauded the services rendered by various media organizations to the country, society and democracy.
  • In a message issued here today, the Chief Minister said that despite the COVID-19 situation mediapersons rendered their services like Corona warriors and were a medium to disseminate information which is commendable.
  • The Chief Minister said that media is called the fourth pillar of Democracy and hoped that the media will live up to its image and will continue to spread awareness in the country.
     
  • Chandigarh, November 16 - Haryana Chief Minister, Mr. Manohar Lal who is also the Chairman of the Haryana Sahitya Akademi will unveil the statues of three classical litterateurs Sant Kavi Surdas, Babu Balmukund Gupt and Lok Kavi Pandit Lakhmi Chand on November 18 in the Academy campus, Panchkula.
  • Sharing more information, Mr. Chander Trikha, Director, Haryana Sahitya Akademi said that many prominent litterateurs and officials of all academies will also attend the programme.
  • He informed that in the next phase of the unveiling of statue, statues of Mahakavi Suryakant Tripathi 'Nirala', Rashtrakavi Ramdhari Singh Dinkar and the great poetess Mahadevi Verma will also be installed. A special study centre is also being set up in the Academy campus for research on the published literature of these great litterateurs.
  • Dr. Trikha said that Vidhan Sabha Speaker, Mr. Gian Chand Gupta and Additional Chief Secretary, Information, Public Relations and Languages Department Mrs. Dheera Khandewal will attend the inaugural ceremony as Chief Guest to be held through video conferencing.
  • He informed that on this occasion, the grandson of Pandit Lakhmi Chand and the descendants of Babu Balmukund Gupt will also be honoured.
